The main issue of this book is how public administrator or government implements its authority and main task in public sector. Talking about public administration means talking about actions of public administrator or government to manage the public affairs, to implement the predetermined tasks, and to solve the public problems. To see the issue, there are three perspectives based on policy, governance, and service. Based on the perspectives, there is the shift of implementation approach from only public administrator or government to partnership by participating private sector and civil society/people.
